I came across an etc directory inside /etc. Is that how is supposed to be?

$ dpkg -S /etc/etc/kernel-pkg.conf
kernel-package: /etc/etc/kernel-pkg.conf
 
$ grep /etc/etc/ /var/lib/dpkg/info/kernel-package.list
/etc/etc/bash_completion.d/make_kpkg
/etc/etc/kernel-pkg.conf
$
$ ls -la /etc/etc
total 24
drwxr-xr-x   3 root root  4096 Jun  1  2014 .

It's not supposed to be there, probably a bug in some older version of 'kernel-package'.

Thank you for confirming that. I purge the package and reinstall it and now there's no more /etc/etc

As a sidenote, 'kernel-package' is not really a recommended way to build local kernel packages anymore (and it has been seriously neglected/ was horribly broken over long periods in recent history), a better way (at least 'maintained' (to some extent) by Debian's kernel maintainers) would be to use the "make deb-pkg" target of the upstream kernel source.
