I assume elegance theme since it is the one in
settings/system settings/advanced/desktop theme details.
However, I think, now that I looked, that the problem is in "enable desktop effects" which won't enable. There is some kind of problem in xorg.
update:
i think that is the situation, I have a 256 mb nvidia geforce 8600 GT card and the non-free driver is probably the situation as to why the effects won't work.
In Debian package search it says I am using:
xserver-org-video-nv.
There is also nouveu but I've always used the UBU gui to change drivers, having to restart x0rg and all that, so if the nouveau driver would work and you could describe how to both remove and add drivers, or however it would be done, I could try that.

nouveau is not a good idea at the moment due to too many changes resulting in a unstable userland.
other than that i dont understand your post.
the fact that xserver-org-video-nv is installed does not mean, you use it.
'glxinfo | grep -i direct' will tell you if the non-free driver works.

I must say that moving this into it's own thread is a great thing! I think others will be able find it more easily if needed.
To answer your question:
Yes
glxgears are not going nuts but here is the output for glxgears
1414 frames in 5.0 seconds = 282.686 FPS
1467 frames in 5.0 seconds = 293.345 FPS
