What works best for me

sux (password)
dbus-launch systemsettings

      Code:
> date & time >  set to your location

exit

as user

      Code:
systemsettings  -->  general  -->  regional & language  -->   time & dates  -->  change the "time format" to "pH:MM:SS AMPM"  hit  "apply" let system "update" then click the tab "other" and change to "imperial" (this will change things like temperature to F instead of C)

reboot

Of course you may not want to use pH:MM:SS AMPM or F so choose what you want

This has not failed me yet

This is related to this bug report, and already fixed for the next upcoming release.
Greetings,
