First of all, I can't reproduce your particular issue.

When you look closer, your upgrade problem isn't KDE related related at all - the only KDE packages to be removed are plasma-discover-updater (a leaf package at best, safe to let go unless you specifically want its functionality; it's not preinstalled with any aptosid ISO) and its surrounding packages. Apart from this, it mostly seems to affect -dev and python packages, so I'd assume a dependency clash somewhere in that general direction (-dev packages usually have much tighter version dependencies as 'normal' packages, making these more suspectible to transition breakage than normal.

While I don't know which of those packages you actually want/ need, I'd probably start by trying "apt dist-upgrade build-essential+" (add the other packages you really want to keep with a trailing '+'), with a little luck you might coax apt into a dependency resolution matching your expectations, but even if not, you'll manage pinpoint where/ why it breaks.

...and if you want to get rid of the appstream error messages, feel free to purge the "appstream" package as well.

Yes, I did that and removed plasma-discover-updater and that resolved the error, then I did a successful full-upgrade and let it remove an additional 7 packages:
      Code:
Remove: libnih-dbus1:amd64 (1.0.3-5+b1), libcgmanager0:amd64 (0.41-2), libnih1:amd64 (1.0.3-5+b1), libkipi-data:amd64 (4:15.08.3-2), libkipi11:amd64 (4:15.08.3-2), cgmanager:amd64 (0.41-2), plasma-discover-private:amd64 (5.6.5-1)
End-Date: 2016-09-03  12:56:23

The upgrade also brought appstream back because I have plasma-discover installed.
